To give everyone an opportunity to be heard and to ensure the presentation of different points of view, the Zoning Administrator requests that members of the audience who wish to speak, complete a Speakers' Card and when called on: 1) Always address the Chair; 2) State your name; 3) State views succinctly; and 4) Limit presentations to three (3) minutes. However, if there is a large group present to speak on the same issue, the Zoning Administrator has the discretion to limit speakers to less than three minutes.

3.A 2310 Marinship Way I Minor Use Permit I Project ID: 2026-00057 I APN: 063-110-39 I Katie Nelson, Senior Planner

SUMMARY: The Applicants, Alex Yenni and Gabe Turner, are requesting a Minor Use Permit for the expansion of a temporary floating sauna use at 2310 Marinship Way pursuant to SMC 10.44.310.A (Temporary Uses and Events). The project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Sections 15301 (Existing Facilities) and 15304 (Minor Alterations to Land).

RECOMMENDATION: Staff recommends the Zoning Administrator approve application 2026-00057 for 2310 Marinship Way and adopt the attached draft resolution approving the requested Minor Use Permit.

3.B 107 Caledonia Street I Minor Use Permit I Project ID: 2026-00014 I APN: 065-054-23 I Katie Nelson, Senior Planner

SUMMARY: The Applicant, Yoshi Tome, is requesting the approval of a Minor Use Permit to allow outdoor dining at an existing restaurant, Sushi Ran, located at 107 Caledonia Street. Authorization of the Minor Use Permit would formalize the existing courtyard alfresco dining that has been operating since the COVID-19 pandemic. Two existing tents totaling 600 square feet are proposed to be replaced with a single 450 square foot tent compliant with applicable building, fire, and zoning codes. The project has been determined to be exempt from further environmental review under California Environmental Quality Act (CEQA) Section 15301. Furthermore, none of the exceptions to the use of a categorical exemption in CEQA Guidelines section 15300.2 applies to the proposed project.

RECOMMENDATION: Staff recommends the Zoning Administrator approve the Minor Use Permit in application MUP 2026-00014 to allow outdoor courtyard dining at Sushi Ran restaurant located at 107 Caledonia Street through adoption of the attached Draft Resolution and Conditions of Approval.

3.C 2015 Bridgeway | Extension of Approved Permit | Project ID: 2026-00097 | APN: 064-135-24 and 064-135-28 | Linus Lee, Assistant Planner

SUMMARY: Applicant, Jay Behr, is requesting a one-year extension of the approval time limit for Conditional Use Permit, Lot Merger, and Zoning Permit project 2024-00241 to convert an existing three-story office building into a 12-unit multifamily residential building with two affordable units using the provisions of State Density Bonus Law. The conversion includes a full interior remodel and the addition of new exterior finishes, windows, and doors to the existing building at 2015 Bridgeway (APNs: 064-135-24 and 064-135-28). No modification to the original approval is proposed.

RECOMMENDATION: Staff recommends the Zoning Administrator approve application EXT 2026-00097 granting a one-year Extension of Time for approved Conditional Use Permit, Lot Merger, and Zoning Permit 2024-00241.

3.D 65 Cazneau Ave I Zoning Permit & Variance I Project ID: 2025-00213 I APN: 065-141-33 I Katie Nelson, Senior Planner

SUMMARY: The Applicant, David Thompson of Thompson Studio Architects, is requesting approval of a zoning permit and setback variance to facilitate the addition of a carport roof structure over the existing parking deck located at 65 Cazneau Ave. Because the western corner of the carport roof structure is proposed to encroach into the required side yard setback, a variance is required to provide relief from this development standard. The project has been determined to be exempt from further environmental review under California Environmental Quality Act (CEQA) Section 15301. Furthermore, none of the exceptions to the use of a categorical exemption in CEQA Guidelines section 15300.2 applies to the proposed project.

RECOMMENDATION: Staff recommends the Zoning Administrator approve application 2025-00213 for 65 Cazneau Ave and adopt the attached resolution approving the requested Zoning Permit and Variance.
